Once the proposed policy of the scope of the Watch (or is it Warning) Committee has been established. it would be useful to check the new criteria (whatever is proposed, narrow or wide) against actual crisis situations of the past. In which crises would the new W. C. have been involved? The exercise might suggest modifications to the criteria. 2.
