MEMORANDUM FOR: Chief, Special Security Center
SUBJECT : Special Project Clearances (1, 0, C, A)
1. The Assistant Director, Office of Special Activities,
has expressed his concern at the vast number of personnel
currently approved for access to the Subject Projects. Of
primary concern is Project OXCART. Accordingly I have
directed my Staff to conduct a periodic review of clearance
justifications within Government Agencies and Industrial
Contractor facilities.
2. In accordance with standard 33/08k procedure the
need to know of each industrial employee is reviewed on
a continuing basis at least twice each year. The bi-
annual 1ndustril review commenced in late duly 1963.
3. Recently, assigned
to this Staff initiated a review of personnel approved
for Project OXCART.
4. During 1963 a most significant increase has been
reflected in the CIA listing of Subject clearances. To
facilitate a review of Agency clearances you are requested
to provide this Staff with IBM listings of CIA employees,
broken down by component and name for each of the Subject
Projects.
5. Being fully aware of the demands on your office,
and realizing that all the requested listings might not
be readily forthcoming, you: are requested to give first
Priority to the Project OXCART list.
