Dear Senator Russell;
Having in mind the commencement of the second session
of the 87th Congress, I believe it appropriate to review the AgencyTs
relationships with the Congress generally and particularly with the
CIA Subcommittee of the Senate Armed Services Committee. For
this purpose I would like to meet with you at your earliest conven-
ience..
At that time we could discuss how the Agency should conduct
its business with. the Subcommittee. Also, I would want your views
and suggestions looking toward any improvements. ] urther, I
believe it would be helpful for us to discuss the type of briefings
and the nature of the information the Subcommittee will expect
from the Agency.
Before being called upon. to make any appearances before
congressional committees, I would prefer that my nomination as
Director of Central Intelligence- be finally acted upon by the Senate.
Therefore, I hope the Senate Armed Services Committee can
arrange an early date for a hearing on my nomination. Of course,
I shall be at your disposal on any date selected by the, Committee.
I want to assure you of my fullest cooperation., and I welcome
this renewed opportunity to work with you and the members of the
Committee..
