I Wilson and I have examined the proposed certificate
for Intelligence Coemunity medals which you brought to s' office on
29 August. I like it very wuch, but the following changes should be
jade:
a. Intensify the blue disc surrounding the eagle so that
the contrast of the white eagle is much more sharp.
b. Decrease the size of the script in the five lines
beginning with "To all who. . and ending with`'has awarded
the." so there will be some white space between the bottom
of the eagle and the first line of the script and white
space between the last line of the script and the beginning
of the title of the medal.
c. "Rational IntelligenceR is part of the title of the
medal and should be in the same script and of the same color
as "Distinguished Service Medal."
4. Reduce the size of the last blue two lines beginning
with "Given under ray hand" to match the reduced script size
you will be us i ng in the five lines above the title of the
dal.

Reference is made to letter from Lieutenant General Samuel V. Wilson,
Deputy to the DCI for the Intelligence Community, 3 June 1975, requesting
the assistance of The Institute of Heraldry in the design and development
of the National Intelligence Distinguished Service Medal and the National
Intelligence Order of Merit to be awarded by the U. S. Intelligence
Community.
The estimated cost of the design and development of the two awards is
$12,500. Upon completion of the project only the actual cost will be
collected. If it should be more or less than the amount of the estimate,
you will be"advised.
The estimate includes the cost of design, preparation of sculptured models
for use in development, procurement of hubs, dies, regular and miniature
size medals, ribbons, lapel emblems (metal ribbon bars and miniatures of
the medals), cases (to be embossed with the name of the award), and speci-
fications. Fifty prototype samples of each item will be procured on the
development contract.
It is anticipated proposed designs will be forwarded for your comments/
approval within 45 days after receipt of a fund citation. After decision
has been made by your Office concerning the design, approximately six months
will be required to complete the development contract.
