Approved For Release 2004/08/30 : CIA-RDP81 B00493R000100130016-2 CONFIDENTIAL 3 February 1972 JOB SUMMARY : My job is to head the INDICO (Indications Control) staff of the Production Staff of OCT. The two intelli- gence officers on our staff review all-source information in order to select significant warning/indications intelli- gence for me in support of my responsibilities on the USIB Watch Committee. I attend the Watch Committee each week as the CIA Member and regularly brief the Chairman of the USIB Watch Committee. (The Chairman's position is regularly filled by the Deputy Director of CIA, and until recently the Chairman was General Cushman.) (Note: My office's activity is in response to the Mission of the Watch Committee to "provide the USIB with the earliest possible warning of, and a continuing judgment on, the intentions of the USSR, China or any other Communist or hostile nation to initiate military action . . . or to provide military support to any other nation to an extent that US security interests are affected." our staff's activity is closely allied with the inter-agency National Indications Center (NIC), which is the secretariat of the CON IDENTIAL 25X1 Approved For Release 2004/08/30 : CIA-RDP81 B00493R000100130016-2 Approved For Release 2J7?tDEl f#f1 B00493R000100130016-2 Watch Committee, and with the NIC's production of the weekly USIB Watch Report.) DUTIES AND RESPONSIBILITIES: 1. Attend the weekly meeting of the Watch Committee as the CIA representative, and present the agency's sug- gestions for change in the body of the report. 2. Act as the CIA delegate to another committee, a small ad hoc committee known as the Strategic Warning Working Group (SWWG). (This committee is chaired by of the DCI's NIPE staff, and places its emphasis on reviewing new methods for the collection of indications intelligence.) 3. See to it that the Chairman of the Watch Com- mittee is sufficiently briefed on all pertinent items of indications/warning significance. 4. Conduct liaison with a large number of analytical shops in and outside the agency. This involves not only eliciting information and comments from the desk analysts in the DDI producing offices but also passing them useful information. It also entails continuing liaison with the personnel of the NIC at the Pentagon, and DIA, INR, and NSA personnel. Maintain continuity on a large number of sub- stantive developments in the areas of specific interest to the USIB Watch Committee. 6. Give briefings to various groups inside and outside of CIA on the workings of the warning intelli- gence mechanism and the INDICO staff. 7. Work with the Requirements Staff, and parti- cularly carry on liaison with the Siqint and photo intelligence elements of the Requirements Staff, in order to keep our office up to date on pertinent developments. SUPERVISION AND GUIDANCE: Receive general supervision from the Chairman of the Watch Committee, the Director and Deputy Director of OCI, and the Chief of the Production Staff. Perform much of the work in a generally independent manner, with general guidance from my supervisors. Give direct supervision to the two intelligence officers in the staff and to the secretary. They are also,tied in to a parallel circuit to follow indications of enemy attack--"strategic warning"--through the Watch Committee/National Indications Canter (NIC) reporting mechanism. c. Within Oct th'c INDICO, "IndicationsiControl officer", provides the main link between the Watch Committee/NTC and the principal analysts, roughly 40, in the DDI who follow these indications matters (roughly 20,in OCI, 15 in OSR, 3 in OER's Current Support Staff) a. Principal Functions of the INDICO shop: i_. Fans out the weekly Watchor_t and achieves its coordination. INDICO solicits comments on the draft Watch Report, and suggests changes, at the Watch Committee. Reads and. reviews indications/warning intelligt:ice reporting. iii. Helps bring about an exchange of reports concerning indications/warning within the offices . iv.. Coordinates ruirements on indications/warn- ing. (W3 deal with the Intelligence Requirement Staff and also with DDP and other el'tments such as OSI) v. Briefs the Chairman of the Watch Committee on regular basis. e. Other Warning Activities: INDICO is the CIA rep on the Strategic Warning Working Group (SWWG) This committee places emphasis onlreviewing new methods for collection of indications intelligence.
