This is a request under the Freedom of Information Act,
as amended (5 USS,C .552) .

Intelligence Agency indexed or maintained under the names of

and all documents retrievable in a search for documents relating
in any way to the University of Arizona, the University of
Alaska, and the University of Arkansas. This request includes,
but is not limited to, all files or documents relating to past
or present contractual arrangements or agreements, or any other
relationships -- paid or unpaid, formal or informal, witting or
unwitting -_, between the CIA and the University of Arizona, the
University of Alaska, and the University of Arkansas or any
of their personnel.
By "personnel," I mean any person affiliated with the
University of Arizona, the University of Alaska, or the University
of Arkansas, including faculty, teaching assistants,, research
assistants, administrative officials, undergraduate, graduate or
non-credit students, and academic or non-academic staff.
"Relationships" includes any activity relating to recruitment,
research, collection or dissemination or information, consulting
work or carrying out of intelligence operations, as well as
activity described by the April 1976 Report of the Senate Select
Committee on Intelligence Activities (p. 191, Book 1) as
"...Making introductions for intelligence purposes, intelligence
collection while abroad, academic research, and writing where
CIA sponsorship is hidden."

As you know, the amended Act provides that if some parts
of a file are exempt from release that "reasonably segregable"
portions shall be provided. I therefore request that, if you
determine that some portions of the requested files or documents
are exempt, you provide me immediately with a copy of the
remainder of the.file or document. I, of course, reserve my
right to appeal any such decisions.
If you determine that some or all of the requested
information is exempt from release, I would appreciate your
advising me as to which exemptions you believe covers the
information which you are not releasing.
I am prepared to pay costs specified in your regulation
for locating the requested files and reproducing them. However,
if you estimate the cost will exceed $10, please notify me.
As you know, the amended Act permits you to reduce or
waive the fees if that "is in the public interest because
furnishing the information can be considered as primarily
benefitting the public." I believe that this request plainly
fits that category and ask you to waive any fees.

As provided for in the amended Act, I will expect to
