Additional Requests from HPSCI on CIA's Relationship with Academia The following is provided in response to requests made by Loch Johnson on 21 August 1978: 1. The Academic Relations Staff is charged with stimulating and facilitating professional contacts between NFAC and the US academic community. The Deputy Director for Intelligence established the position of Coordinator for Academic Relations in 1966. There were two basic reasons for the creation of this position. First, the need at that time to develop strong ties with China scholars. Government interest in China was growing, and governmental expertise was not as strong as it should have been. In fact, we did not have adequate knowledge of the location and quality of China scholarship available in the US. Second, it had been a bad year for Agency/academic relations. The National Student Association controversy had repercussions not only for the operational side of CIA, but we found that we had trouble sustaining the solid, professional scholarly contact which is necessary to our work. In about 1970, the Coordinator began expanding ties with specialists in Soviet/East European affairs, as well. 2. In December, 1976 the position of Academic Coordinator, which during the preceding ten years had been a part-time responsibility of one officer, was broadened and upgraded. Two full-time officers were assigned the portfolio which was augmented to include the coordination of relationships with private research centers. SUBJECT: Additional Requests from HPSCI on CIA`s Relationship with Academia additionally upgraded. Two full-time, middle management officers formed the core of the new Academic Relations Staff. They conduct a number of independent programs and coordinate the expanding efforts of NFAC officers to improve their ties in academia. In addition, the staff acts as the secretariat for the NFAC Senior Review Panel and the Scholar-in-Residence program. 3. The Senior Review Panel was envisioned to provide the Director of NFAC with an independent review of major intelligence products, especially those focusing on problems that have serious policy implications; i.e., National Intelligence Estimates and Interagency Memoranda. The Senior Review Panel will consist of up to five highly-qualified generalists, recruited from outside the Agency and serving full time. The members of the panel, like other senior NFAC managers, will make use of academic consultants on an as-needed basis. 4. "Notes from the DDI Coordinator for Academic Relations and External Analytical Support" was a newsletter designed to explain to Agency employees the various functions and missions of the Academic Relations Staff. Only two issues--April, 1977 and June, 1977--were published. 5.
