Cutler Special Assistant to Ambassador Sullivan SUBJECT Declassification Request Related to Senate Foreign Relations Committee Staff Study on Negotiations 1. Per your 1 June request, we have looked at the copies you sent of pages 26-28 of the Senate Foreign Relations Committee (SFRC) staff's draft study on negotiations and at pages 106-112 of the Mayflower section in Volume VI.C.1 of the "Pentagon. Papers," on which the SFRC study is in part based. 2. As a matter of principle, we do not believe memoranda from the DCI or the Board of National Estimates should be alluded to or (even less) directly quoted in unclassified documents. Given the nature and background of this particular concrete case and the extent of previous disclosure of this material, however, in this instance a stand on principle would not succeed and would look silly. We certainly endorse and support your asking the SFRC staff to delete from the text and footnotes of its re- port all specific citations of material in the still-classified volumes of the Pentagon Papers, including quotation marks indicating that the language within them is a verbatim extract.
