Approved For ReleasoW2000/09/01: CIA-RDP82-0G2 0002W41025i 5) F I L E DEPARTMENT OF STATE ~~ -mac cep WASHINGTON November 17, 1965 Dear Hugh, The enclosed envelope is for Ethel and has some money in it for the EIC gift to Dr. Guthe. Tell her to spend it wisely. I also want to throw into the hopper a suggestion for the EIC subcommittee structure. One of the things that Dr. Guthe mentioned in his little talk to our gathering last week was the notion that the EIC might get more involved in "current" developments. I concur and offer for discussion the following as a practical means of accomplishing this. I think that a subcommittee on current developments might usefully be set up. The group should be concerned with exchanging views on the meaning of moving developments and should aim at interpreting economic phenomena. The group should not, as in the present subcommittees, attempt to make or to coordinate estimations of economic magnitudes; neither should it try to develop a common view on current economic developments, or, even less, barge into the affairs of OCI and similar outfits in other agencies. It would appear to me advantageous if the subcommittee were given a quasi-floating membership. A small nucleus would be necessary to provide some continuity and to organize regular -- perhaps monthly -- meetings. But additional people should be invited in from all EIC agencies as appropriate, depending on the specific items up for discussion. I also expect that it would be valuable to make a particular effort to bring in non-economists and expose them to the wisdom of the economist. Would you drop this wild proposal into the idea hat along with the other suggestions that you have received? Sincerely, .L Mo ris H.
