1. The Czech broadcac ting system is controlled by a general directorate subordinate
to the Ministry of Information. its headquarters are In Praha. Personnel of
the general directorate Include:
a. General manager: Kazimd.r Stahl, a Communist, appointed by the Minister
of I.nf orr ztion in 1948 because of his work with
the action committee in the Communist coup d.letat
In February 1948. He in a former technician
with no administrative a perience .
b.. Chief of the Personnel J. Bedrich, a Comaist, appointed by the central
Section.- cor .ttee of the Conn nist Party. He is in complete
charge of ;:airing, transferring and dismissing
personnel,
2. Immediately under the general directorate is the directorate of the broadcast:th
systems of Bohemia, Moravia and Silesia, also located in Praha, It is divided
into the following sections:
a. Program section which controls all divisions concerned with the composition
of prograr,7.s. The program. manager is T?Ii.rko Ocadlik, an opportunistic Coy utaist;
all employees of this section aa;. e members of the Comm. .st Party.
bw Technical section which handles the technical details of the program production
in the studio and at the broadcasting station There are fewer Communists
In this section than in either of the others
cu AdnInistrative section, which handles the finances and budget of the enterprise
and is responsible for the maintenance of all non-technical enterprise
r,ropert; - and equI ,ant.. The manager of this section is (fnu) JaC Strnad,
a Communist and a ra ther timid r:aan. His deputy is Forst, an opr-ortunistic
