(Confidential - GLC) Received a call from Rady Johnson, Assistant to the Secretary of Defense (Legislative Affairs), who said they had been discussing with Senator Stennis possible action on the Senate floor with respect to the Foreign Assistance Act which is to be voted on in the Senate today. Johnson said that Deputy Secretary of Defense Packard talked briefly with Senator Stennis yesterday. DOD expects Senator Stennis to offer an amendment to delete all of Section 512 but they feel the Senator would have difficulty in obtaining the deletion of all of Section 513 on the Senate floor. DOD has talked to Roy Bullock, Staff Administrator, House Foreign Affairs Committee, who said he thought that Committee would be willing to knock out Section 513 when the bill goes to conference. Johnson said some thought is being given to asking Senator Stennis to move to delete Laos, South Vietnam, and Cambodia from Section 513 leaving Thailand, Burma, and North Vietnam subject to the restrictions of that section. I told Johnson I thought we would have problems with this and, after checking with /FE, confirmed that we would not want to see any action taken in the Senate on a partial deletion which would foreclose deletion of the entire section by the House Committee in conference. I passed on comment that leaving Thailand, Burma, and North Vietnam in the amendment would preclude even such action as possible raids on opium refineries in some of these areas. I said we would be opposed to any split deletion as a final measure. Johnson said he understood and particularly liked comment about drug raids. 5. (Confidential - GLC) Received a call from Stuart French, ISA, DOD, concerning a letter that Lawrence S. Eagleburger, ISA, has received from Senator Strom Thurmond urging the declassification of the Penkovskiy Papers. French said he would like to send the correspondence over to us for our views and suggestions as to a further answer to Senator Thurmond. 6. (Confidential - GLC) The DDI called to ask if we would prepare a list of Members of Congress who have had access to compartmented information. He said a question has been raised about the possibility of briefing Members and committees who have had access to this information in connection with SALT developments. I told Mr. Proctor we would have a list available for him on Monday. (Confidential - GLC) Received a call from Rady Johnson, Assistant to the Secretary of Defense (Legislative Affairs) and his Deputy, General James Lawrence, inquiring as to what action we were taking with respect to possible amendments to the Foreign Assistance bill as it was reported by the Foreign Relations Committee. I told them we had problems with a number of sections of the bill which were basic policy decision matters within the Administration and which we understood either Defense.or State Department were "bird dogging. " (I reviewed briefly with them the specific sections which gave us trouble as indicated in our spread sheet.) I added, however, that to avoid becoming involved in these policy matters and running up the backs of DOD and State in their efforts, we were restricting our work io the provisions of Section 405(b) of the bill concerning the responsibility of the State Department and other departments and agencies in providing the Foreign Relations and Foreign Affairs Committees with information. I told them of my meetings with Ed Braswell and Jim Woolsey, of the Senate Armed Services Committee staff, and Senator Stennis' agreement to introduce the amendment which we had suggested. They felt that our proposal would satisfy everyone's requirements quite satisfactorily. General Lawrence mentioned that a meeting had been called in Clark MacGregor's office for 9:30 this morning and asked if we would be attending. I told him we had received word the LIG meeting had been canceled and had not been asked to attend any other meetings in the White House today. 11. (Secret - GLC) Accompanied Messrs. William Parmenter and 25X1A of OCI, to a briefing of Dorothy Fosdick and Charles Horner, of the staff of the Senate Subcommittee on National Security and International Operations, .on the situation in India and Pakistan. (Unclassified - GLC) Bill Woodruff, Counsel, Senate Appropriations Committee, called and asked me about the status of legislation covering the funding of RFE and RL. I told him that as he recalled the Senate passed the bill originally proposed by Senator Case (S. 18) but the Foreign Affairs Com- mittee, after hearings on the subject, had reported S. 18 with language substituted by Mr. Fascell which provides for one year of funding of the Radios by the State Department pending the completion of a study on the whole subject of support of other similar organizations. I said my last information was that the this was now pending in the House Rules Committee. 7. (Confidential - GLC) Jim Woolsey, Senate Armed Services Committee staff, called and said he would like to be brought up-to-date with respect to the status of intelligence on the Soviet ICBM "holes" sometime the early part of next week. I told him we would be in touch with him on this. 8. (Internal Use Only - JGO) Met with Mr. Frank Slatinshek, Assistant Chief Counsel, House Armed Services Committee, and received from him a copy of Chairman Hebert's letter of 21 October to Chairman Dulski, House Post Office and Civil Services Committee, concerning H. (Internal Use Only - JGO) Talked to Fran Christy, House Immigration and Naturalization Subcommittee staff, who told me that - will come before the full Committee tomorrow, 28 October. She does not anticipate any problems in approval of this bill. 10. (Unclassified - JGO) Talked to Mr, Art Kuhl, Chief Clerk, Senate Foreign Relations Committee, and reserved the Committee hearing room (4221 New Senate Office Building) for 1400 to 1530 Thursday, 28 October, for use by the Senior Seminar. 11. Representative Ogden Reid (R. , N.Y.) for debriefing on his recent trip to Poland and recent visits by Soviet representatives to Representative Reid's office. See 25X1A Memo for Record. As we were departing, Representative Reid asked if I would get him the number of Mirage aircraft that have been delivered to Libya. After 25X1A checking with OSR, I advised Miss Edith Wilkie, Legis- lative Assistant to Representative Reid, that the figure "about 20" which was suggested by Representative Reid is within the ball park. (Confidential - GLC) On Saturday, 23 October, I received a call from Colonel Frank Burdell, DOD/ISA, concerning provisions in the Foreign Assistance Act (H. R. 9910) having to do with the use of advisors in Cambodia and the payments of salaries to foreign forces in Cambodia. 25X1A After talking with FE Division, I told Colonel Burdell that our involvement in Cambodia was quite small and I was not sure we had any problems with these sections as such but told him I planned to get the bill and report (which were released on Saturday) and look them over more closely. 2. (Confidential - GLC) Made arrangements with Alex Schnee, Congressional Relations Office of, State Department, to obtain a copy of H. R. 9910 as reported by the Foreign Relations Committee and of the Committee report (92-404). This bill is scheduled as the pending business before the Senate on Tuesday, 26 October. (Confidential - GLC) Contact was made with Bill Woodruff, Counsel, Senate Appropriations Committee, and Ed Braswell, Chief Counsel, Senate Armed Services Committee, regarding the general impact upon the Agency of the Senate amendments to H. R. 9910. Particular reference was made to Section 405(b) of the bill which would make the State Department responsible for keeping the Foreign Relations Committee and Foreign Affairs Committee "fully and currently informed" regarding the activities of all departments and agencies. It would require those agencies to provide any information requested by either of these Committees concerning their activities and responsibilities. I told him that we were concerned about a number of sections of the bill as were other members of the Executive Branch, but we had special problems with Section 405(b) concerning responsibilities of departments and agencies with respect to the Foreign Relations and Foreign Affairs Committees and with Section 655 which applied to Cambodia, the amendment previously placed in the Military Procurement Act by Symington establishing a ceiling on operations in Laos. C.) office, said she had been unable to confirm with the Senator his availability to talk to our Senior Seminar some time Thursday, 28 October, but would let us know as soon as possible. 3. (Unclassified - JMM) Called Darrell St. Claire, Chief Clerk of the Senate, who confirmed his availability to speak to our Senior Seminar if Senator Hollings was unavailable. 4. (Confidential - JMM) George Berdes, on the staff of the Sub- committee on National Security Policy and Scientific Developments of House Foreign Affairs Committee, called to confirm the request that Mr. Duckett brief the Subcommittee on the Soviet strategic situation at 10 a. m. on 4 November in Room 2255 of the Rayburn Building. Berdes said that in accordance with our request they were sending personal notes to the members rather than announcing a formal Subcommittee hearing. 5. (Secret - JMM) Met with Senator Milton Young (R., N. D.) and alerted him to our concern over a number of amendments to the Foreign Aid bill. He said he would be glad to do what he could for us and mould let me know if he wanted further details. I briefed Senator Young on recent developments regarding Soviet ICBM and ABM programs, submarine construction, advanced aircraft, India/Pakistan situation, and the still unclear picture regarding China. Senator Young mentioned that he had attended a Republican caucus this morning where resentment towards some of our former allies ran so high over the eviction of the Chinese Nationalists from the UN that the whole Fbreign Aid bill was threatened. Dominick (R., Colo.) called to say he would appreciate a briefing on Soviet strategic weapons, particularly naval capabilities and naval construction, but also including offensive and defensive missiles and developments in the Cuban area. OSR, will give the briefing at 3:00 p.m. tomorrow, 21 October, in the Senator's office. 2. (Confidential - JMM) Representative Peter Frelinghuysen breakfasted with Agency officers concerned with South Asia and reported on his impressions from recent travels to India and Pakistan. r.. 3. (Confidential - JMM) Talked to Mr. George Berdes, on the staff of the Subcommittee on National Security Policy and Scientific Develop- ments of House Foreign Affairs Committee, and explained that we would be glad to provide the briefing on the Soviet strategic situation requested by Chairman Zablocki for his Subcommittee. I said, in accordance with established ground rules, the briefing would have to be unofficial--not a formal session of the Subcommittee; that it would be strictly "off the record, with no transcript or attribution; and that under these conditions we could provide material on a top secret basis. Berdes assured me that he and any other staff members who may attend would have top secret clearances. He said the briefing was in connection with current hearings on the SALT talks, and I explained that we would have to stick to the Soviet strategic situation and not get into any policy matters regarding SALT. This Berdes agreed to. He said a similar briefing by Mr. Duckett had been well-received and he hoped Mr. Duckett would be available this time, tentatively scheduled for 10:00 a.m., Thursday, 4 November. 4. (Confidential - JMM) Mr. Roy Bullock, Staff Administrator, House Foreign Affairs Committee, _called to say that Chairman Clement Zablocki of the Subcommittee on National Security Policy and Scientific Developments, would like a briefing on the Soviet strategic situation similar to the one given the year before last by Mr. Duckett. Bullock said that Chairman Morgan, of the full Committee, was agreeable to any way we handled it, but suggested we make sure that we give Zablocki's Subcommittee the same kind of treatment we recently gave the Hamilton Subcommittee. Bullock said Mr. Hamilton apparently was well pleased with the briefing his Subcommittee had received. 9. (Internal Use Only - JGO) Met with Mr. Charles Whitley, Adminis- trative Assistant to Representative David Henderson (D. , N. Car. ), who told me that the Aycock case has been settled administratively by the Department of Army and thanked me for such assistance as the Agency might have provided in review of the case. (Internal Use Only - JGO) Received a call from Russ Blandford, Chief Counsel, House Armed Services Committee, who asked if we could locate a copy of a book titled "Water on the Brain" which is pre-World War II by a British author, he believed, The book was mentioned by Mr. Packard, DOD, in meeting with the Intelligence Subcommittee during the week last week. After checking I told him we would have a copy for loan to him in a day or so. 11. (Confidential ?- JGO) Met with Mr. Garner J. Cline, House Immigration and Naturalization Subcommittee, who told me that the report has not yet been issued on 'TATOTHR also said that appropriate contact will be made with the official objectors prior to the time that this bill reaches the floor of the House. 12. (Confidential - JGO) Met separately with Mr. Richard Barton and Mr. Robert Lockhart, House Post Office and Civil Service Committee staff, and reviewed with them the draft amendment to H. R. 11150 concerning annual reports by agencies otherwise exempt from the bill which was prepared for Representative Udall's (D., Ariz.) use at the meeting of the full Committee scheduled for this Thursday, 21 October. Mr. Lockhart gave me a copy of the revised draft that has been reviewed with Representative Udall. Mr. Lockhart suggested that it would be well to discuss Agency objections to the proposed amendment with Mr. Martiny, Chief Counsel of the Committee, on his return to the city on Wednesday afternoon. (Secret - JGO) Met with Mr. James Wilson, House Science and Astronautics Committee staff, and briefed him on the following items: Salyut and Lunar 19. 17. (Confidential - JGO) Met with Mr. Frank Slatinshek, House Armed Services Committee staff, and reviewed with him a draft letter concerning H. R. 11150 to Chairman Dulski, House Post Office and Civil Service Committee, from Chairman Hebert. Mr. Slatinshek made several suggested changes and asked that we clean the draft up for him. Mr. Slatinshek told me, in passing, that the first conference meeting on the Military Procurement bill, H. R. 8687, will be scheduled in the next couple of days and suggested that any comments we might have should be 25X1A forwarded to the Committee at that time. JUHN M.
