1. This memorandum contains a recommendation for approval
of the DD/S&T. Said recornraondation is set forth in paragraph

2. Reference (A) redeleg ted all necessary contracting

3. The effectivity of t ais authority was from 3 November
1965 to 3. April 1966 and was subsequently extended. Reference
(B) represents the authority through the period 31 December
1967.
4. it is again necessary that the above authority be
extended. In this regard it is requested that the extension
cover the period through 31 December 1968.
5. In addition, to provide continuity of direction and
administration of contracts under the aegis of the Office of
Sp curing periods of official leave and absence
of Office, it is requested that approval
be granted to rodelec.?ate Contracting Officer
authority to act in this capacity
during such per o s o sence~. as Chief,
Contracts Branch is presently responsible for the negotiation
and administration of OSP contracts and is well qualified to
perform in this, capacity..
