SUBJECT: Trip Report to LAC, 15-18 April 1963
1. Purposes of trip were to attend briefing relative to the "I"'
article on an FLINT systems bidders conference, and to discuss and tie

Nothing has been asked which exceeds state-of-the-art practices, and it
was urged that proposals be considered on a fixed cost basis. It is
highly unlikely that such a request will be seriously considered.
2. During the FLINT systems briefings, it was also urged that the
systems be considered as a portion of an active ECM system, or at least
as a system which will be expected to operate simultaneously with active
ECM equipments. The purpose of such a request was to bring to the
attention of the potential bidders, the problems which could arise in
the use of adjacent equipments without prior consideration of proper
isolation. Because the time allotment. indicated for the preparation
of such a proposal (1 June 1963) was such a short time away, it was felt
that if the bidders were interested in providing an active ECM system,
either in conjunction with or in addition to the FLINT system, that the
ECM system proposal would be welcomed and duly considered after the
proposal for the FLINT system had been received.
3. Consideration of an active ECM system was outlined to meet the
primary threat of the FAN SONG radar, and possibly a secondary threat
of the SPOON REST. Such a system should be evaluated as combining con-
fusion and deception techniques such that the best features of inverse
gain repeaters, dual source or cross-eye jamming, and programmed false
targets would be included in contrast to straight confusion or deception
programs, or brute force jamming methods. Judging from the general lack
of questions on the why's and wherefore's of the above statements, there

indicative of GO, NO-GO operation) were discussed and settled upon as
well as input channels. With all 30 input channels now in use, as
specified, an amendment to LAC ECP-150 is now in order for sensors and
sensor functions different than, or not specified in the ECP-150. With
proper coordination, the proposal for the package and test 25X1A2g
equipment will suffice for the test item. It should be noted, however,
that due to lead time required in ordering some of the instrumented
sensors (the EGT Indicator particularly), authorization to order said
instruments should be given prior to approval of final ECP.
