As you know, the USIB has approved the establishment of the National Intelligence Bulletin (NIB) as a dail national product to ,%..,1 C h staffing and to conduct tests of NIB production procedures. It#is his view that the NIB should be ready for full production about mid-May. 2. To assisti in implementing this plan, I would appreciate It If Y would nom nate an officer to act as your in- house NIB representative on SIGINT matters. In addition, you are Invited to identify a process-oriented NSA officer to work with the NIB staff to whatever extent you find useful.
