The attached memorandum is forwarded to alert you to the possibility of serious civil disturbances in Phnom Penh and/or a coup attempt against the Lou Nol government. 2. I would like to stress that we are talking about possibilities, not probabilities, at this time. Nonetheless, the possibility is real enough and the event itself serious enough to lead us to issue an alert memorandum. belittle we can do to stop student and teacher 4. While there may agitation, I believe that strong representations by Ambassador Dean and others in the Mission in Phnom Penh would help dissuade any would-be coup-makers.
