MLMORAND M FOR: Director of Central Intelligence
SUBJECT-
Meeting with Certain Members of the Foreign
Operations and Government Information Sub-
committee of House Government Operations
1. This memorandum contains a suggestion in paragraph
for the Director of Central Intelligence.
. The meeting with the loss Subcommittee on Friday,
Zl June, 3 p. rn.. results from hearings concerning the policy of
the Department of Defense and NASA concerning release of
information to the public, particularly information on Russian
satellite activity. Expected to be present are Representative
John E. Moss (D. , California), Chairman; Representative Porter
Hardy (D., Virginia); Samuel Archibald, Staff Administrator;
and perhaps Representative John S. Monagan (ID. , Connecticut)
and Representative Dante B. Fascell (D., Florida).
3. The real problem with this group is their lack of knowledge
of and consequent failure to understand the intelligence process and STAT
particularly the problem of protecting sources and methods. As
raplees, they have heard testimon

If they understand the need for security
, this group will respect it, but they are skeptical and
mrcut demonstration of the need.

and Mr. Helms or Mr. Karamessines.
