The Committee has for the past two years, through testi-
r,ony and questions for the record, attempted to acquire a
better understanding of the value and effectiveness of CIA's
clandestine human source collection activities. While this
approach has provided some useful insights, it has not pro-
vided the Committee a basis for arriving at an overall assessment
of their effectiveness, which it believes is necessary in deter-
mining the relative value of these activities.(S)
The Committee requests, therefore, that the DCI undertake
a study, to be completed by November 1, 1978, which addressesv?

An evaluation of the political sensitivity and risk

sensitive intelligence collection methods, and the

needs; and
-- Funding and manpower allocations for each of these
activities for FY 1979, and projections for the
next five years. (S)
The Committee recognizes that such a study will require
a substantial effort by the Agency, but believes the infor-
mation will be essential to its judgments on these activities
in FY 1980 and beyond. (S)
