While this approach has provided some useful insights, it has not pro- vided the Committee a basis for arriving at an overall assessment of their effectiveness, which it believes is necessary in deter- mining the relative value of these activities.(S) The Committee requests, therefore, that the DCI undertake a study, to be completed by November 1, 1978, which addressesv? at least the following on a,country-by-country basis: (U) '9O o (TL vr1 V .A description of major substantive objectives; fork eV', * Fyt r A description of all clandestine human source collection activities aimed at achieving these ca .tc'r aiv objectives; 1P L-AN I f-- An evaluation of the contribution of these acti- h,h A vities to finished intelligence; "~ Ar1 An overall qualitative assessment of the value and effectiveness of these activities; An evaluation of the political sensitivity and risk of exposure of such operations; An assessment of the potential for utilizing less sensitive intelligence collection methods, and the likely impact on clandestine human source collection 80R002800050001-6 Approved For Release 2004/03/11 : CIA-RDP81M00980R002800050001-6 CLANDESTINE COLLECTION, cont. needs; and -- Funding and manpower allocations for each of these activities for FY 1979, and projections for the next five years. (S) The Committee recognizes that such a study will require a substantial effort by the Agency, but believes the infor- mation will be essential to its judgments on these activities in FY 1980 and beyond.
