Approved For to ease 2002/0M44': CtA=RDP81 T0099 000100120015-4 IAD - 92/65 16 Septei ar 1965 ME'i ORAINDUf1 FOR: Deputy Director, NPIC TROP : Deputy Chief, Imagery Analysis Division, CIA SUBJECT: Role of EPIC in Immediate Exploitation in the Field The following is a revision of a PAG/IAD memo (PAG/r-918-6I) sent to the Executive Director on 15 December 1964 regarding field readouts. I have made certain changes eppropos to the times. Responsibility: The Director, NPIC, shall have the responsibility for staffing overseas exploitation centers on an ad hoc basis as requested by the USIB in support of the National Intelligence effort: The Assistant for Photographic Analysis, NPIC, is responsi- ble to the Director, IiPIC, for the production of Photographic Interpretation Reports and the provision of Photographic interpreta- tion services in support of the director in the field. Concept-of Operation: The Assistant for Photographic Analysis or his designee is responsible for determining production schedules and procedures of such National Reports and tasks NPIC Support Divisions and appropriate field cormand,s for the type, amount, and tiring, of support services necessary for the accomplishment of the assigned task. Basic Considerations: To implement this concept of operation, several considerations should be borne in mind. It is recognized that prerogatives of local command must remain in tact and no intent is made to usurp such prerogatives, hoiever, the following are of prime importance to the effective operation of any overseas reporting concept. 1. A composite team of EPIC personnel should form the nucleus of any reporting effort. This ear! should include: 1 senior y1IC/PAG representative, I Deputy PAG representative, I CSD representative and the appropriate number of PI's. There should be an a?djscent communications facility with access to the Senior PAG representative that provides effective and timely communications support on a priority basis. 3. There should be an adjacent processing facility in support of the Senior. FAG representative in order to insure timely support to the immediate readout process. 4. Local commander is responsible for providing adequate administrative and logistical support as required by the Senior FAG representative, 5. Arty direction of the Senior representative in the form of requirements or procedures will emanate from or through the Director, dnC. 6. Priority of the national effort is foremost in the event of conflict between immediate readout Sad local requirement. 7. The degree of sophistication in field exploitation procedures should always be minimized. However, consideration should be given immediately to development of such hardware as is currently necessary to insure a capability to deploy to any location and in addition research inaugurated for long range planning on a self-sufficient inte;7rated processing, readout and communications system. 25X1 Approved For Release '_ 14 : CIA-RDP81 T0099OR000100120015-4
