1. Reference (a) directed that committees established by the
IAC consider whether any changes in their existing organization or
functions might be appropriate in the light' of the establishment of
the single U. Be Intelligence Board, and that the Chairman of each
group report thereon to the USIB. Reference (b) requested that such
recamomendations be forwarded to reach your office by 1 November 1958.
2. It is the recommendation of the Domestic Exploitation
Committee that the organization of that committee be expanded to
include representatives of (1) the Assistant to the Secretary of
Defense for Special Operations, and (2) the Director of the National
Security Agency, if either or both should elect to accept an invitation
to be represented on the committee. This would follow the earlier
pattern of including, or offering to include, representatives of all
elements of the senior board or committee.
3. The Domestic Exploitation Committee proposes no farther
change at this time in its organization or in its functions. It is
aesmaed that any minor changes in DCID 2/3, which governs its activi-
ties, necessary to make that directive consistent with the wording
of the ], September 1958 revision of NSCID-2, will be made.

4. At the time of the establislmient of the Domestic 1 ploi-
tation D aittee in 191+8, all agencies represented on the IAO were
invited tobe represented on the comsittee. Al]. such agencies
accepted this invitation and have since been represented on the
comsittee with the exception of the Office of the Director of
Intelligence, Joint Staff. It might be appropriate to renew this
latter invitation at this time, in the event that the Joint Staff
might now wish to have either active representation or a repre-
sentative attending meetings of the committee in an observer
capacity.
