THIS IS UNEVALUATED INFORMATION
1. Fast ftrmun. Mobtaining information from abroad on
certain sci procedures or certain scientific-tech-
nical equipment, or in taking up direct contact with scientific-tech-
nical personnel living in the USSR and its satellite countries. This
interest usually originates in an industrial enterprise, a scientific-
technical institute or in any of their supervisory organizations.
Interest of private persons in foreign scientific-technical Drocedures,
equipment or personnel, is not officially recognized.
2. Such information is obtained through the Office for Scientific-Tech-
nical Cooperation (WTZ), of the East German State Planning Commission.
In order to obtain it,the following procedure must be complied with:
a. Any person, enterpriL nstitute desiring this information
must first notify it vising authority. The supervising
authority in tyiis co c i.on is a jinistry, State ,secretariat,
a scientific,icademy or any other "central government organization"
in 11East Germany.
b. ~a~h }9~inistry or "central organization" has a department for
scientific-technical cooperation or at least one or more persons
responsible for scientific-technical cooperation. This depart-
ment or person makes an ap~-lication to the ,TZ outlining the re-
quest. In the case of a Ministry, the request is accompanied
by a certification of the Main administration with authority
over the originating person, >nstitute or enterprise, certify-
ing to the necessity and im.--crtance of the request, and i'mrrs-
ing its significance within the framework of the Economic Plan.
