SUBJECT: SIG Meeting on Law of the Sea, June 15
SUMMARY OF CONCLUSIONS
The SIG convened to produce a final text for the Report to
the President on Law of the Sea. OMB, Treasury, Interior, Labor,
OSD, JCS, and Ambassador Malone as the President's Representative
to the Conference introduced proposals to modify the Report. Most
proposals were adopted with amendments after discussion. Where
final language was not made precise in the SIG meeting, drafters
were assigned to produce changes consistent with the SIG discus-
sion.
One proposal sought a structural change in the Report,
namely the deletion of Issue Five. OMB, Interior, and OSD fa-
vored deletion; State and NSC favored retention. After a poll
of the SIG, it was agreed to shorten the presentation of Issue
Five, emphasize the SIG view that further improvements to the
treaty were unlikely, and retain the subject as an issue in light
of public awareness of it.
The SIG agreed to meet on June 22 to approve a final decision
memorandum to the President with agency positions on the options.
ACTION REQUIREMENTS
1. William Salmon and Mike Guhin undertook the post-SIG
drafting of amendments not fully clarified in the course of the
SIG.
2. SIG participating agencies undertook to provide cleared
agency positions on each of the issues in the Report to Mr. Otho
Eskin at 632-9098 by COB Friday, June 18.
3. SIG participating agencies agreed with the Chairman's
proposal to reconvene on June 22 to make final a Presidential
decision memorandum based on the issues in the present paper and
to identify agency views on the issues.
