1. Referenced memorandum forwarded herewith should receive
your early attention and action.
2, The problem raised by Colonel Baird is not unique to
Personnel but is common to most of the delegations made in the
December 1950 directive from the Director of Central Intelligence;
the entire subject should be studied.
In preparing a revision consideration should be given
