25X1 A MEMORANDUM FOR:
l.This is to bring you up to date on significant
developments.
2. We are arranging two important VIP tours of
25X1A 25X1C for the week of 22 April. On 25 April, a visit by
a g o ficial On 26 April (and
maybe also 27),visit by members of Congress. These dates
are awkward, but we had little choice. Imperative that you
be here for these trips. I suggest you phone me when you
hit the West Coast to confirm these dates.
3. Our comments on the IG's report on JOTts have been
passed on up the line. The incentive language program has
been approved in toto, subject to determination of the legality.
4. Our new film has received high acclaim from all
who have seen it, including top brass.

6. Top brass is concerned about the way people write
cables. We are inaugurating a 3-hour program of instruction
for hundreds of people.
7. Have received your dispatches slowly--only 6 or 7
to date. The separate cover identities are not getting to
us very well.
8. The biggest headache I am reserving for your personal
attention is the problem of relationship with MED staff,
patticularly as it concerns A&E and JOT. Bill and Ed are
very unhappy.Shall try to have all facts. Incidentally, one of
Bill's boys is the center of a fair sized flap. His own fault,
not ours.
9. Except for the artists, who are still not settled
down entirely, everybody is reasonably happy and productive.
All hands have been highly cooperative and helpful, and all
programs generally going quite well.
