1. Charter for Critical
Collection Problems
Committee
(IAC-D-111/4, 24 February)

a. and General Erskine, representing NSA and
the Department of Defense respectively, were present during the
discussion of this item. Action taken was therefore considered a
joint IAC-USCIB action.
b. After an exchange of views on the proposed charter for a
Critical Collection Problems Committee (CCPC) the draft charter was
approved, as amended. With respect to a question raised by General'
Erskine in discussing paragraph 1 a, the Chairman emphasized that,,
in making inventories of collection capabilities, it was not intended
that the CCPC should attempt to involve itself more deeply in the
operational details of collection activities of individual IAC or USCIB
agencies than was necessary to satisfy that requirement. He noted
that any member of IAC or USCIB who considered that any CCPC
activity was going too far in such a direction might raise this question
at the IAC or USCIB level.
C. The Chairman suggested that the first order of business for
the CCPC should be in the field of the collection of data on Soviet guided
missile activities. He indicated that the IAC and USCIB members should
be prepared to nominate their representatives on the committee and
that those representatives must have all necessary clearances. The
Chairman added that the questions of assignments for, and the composition
of, the CCPC would be considered further at the next regular IAC meeting.
The IAC and USCIB members concurred in this procedure.
2. Approval of Minutes
a. Minutes of 11 February Meeting

Agreed that the last two sentences of item 3 b
of the minutes of this meeting be amended to read as follows:
"In connection with the matter of transmitting intelligence
from overseas, the Chairman noted that certain interested

government agencies had considered a proposal to seek
legislation which would allow establishment of radio
communications facilities in foreign diplomatic missions
accredited to the US in return for reciprocal rights. He
added, however, that it had been decided to postpone any
attempt to introduce such legislation at least until later
in the present session of Congress, and to make informal
soundings of congressional opinion, as appeared appro-
priate, on this proposal before proceeding. "

b. Review of Sensitive Situations
The members discussed recent developments in the Indonesian
situation, with Mr. Cumming and General Schow in particular commenting
on reports regarding the extent of the loyalty of various units of the
central government's army to that government. 25X6

and effect of the blockade by the central government of shipping in that area.
The Chairman and members exchanged views on the North
African situation, including reports bearing on tension or fighting in
various places in the area and the question of the probable location of
airfields being used by the French aircraft in their operations in West Africa.
The Chairman and Mr. Cumming commented on recent develop-
ments in Argentina, such as the possibility of the return of Peron to that
country and the position of the government with respect to legal recognition
of the Peronista party.

The members discussed the Chairman's proposed draft reply
to (IAC-D-116/2) in the light of changes suggested by
General Collins and comments by other members. After discussion
the members approved the draft reply, as amended, and agreed
that it should be forwarded to for transmittal to

9. Discussion re US Announcement
of Soviet Nuclear Test
After the question was raised by General Lewis, the members
discussed with Mr. Jenkins the circumstances surrounding, and
procedures followed by the AEC in making the recent public an-
nouncement regarding a Soviet nuclear test, particularly from the
standpoint of advance notice provided to the intelligence community.
The. members then discussed present arrangements and possible new
procedures for alerting the intelligence community prior to any such
public announcement. The Chairman suggested that the AEC
representative comment further on this matter, including on the
possibility of tightening existing procedures, at the next regular IAC
meeting.
