SUBJECT: Release of ME 22-56, "The Outlook for France," to
Certain Foreign Governments
1, The Board of National Estimates has reviewed NIE'22-56
with a view to its release to certain foreign governments, and
regards the following considerations as pertinent:
a. Precedent. Neither the-last estimate (NIE 22-55,
"Probable eve opments in France," 29 March 1955) nor the
earlier papers on France (NIE 63, "Francets Probable
Future Role in the'Western Security System,'"23 January
1953; and NIE'63/l, "Probable Short-Term Developments in
French Policy," 1 December 1953) were released,

c. Classification and Sources. This estixa.te
refers to no intelligence sources and does not
compromise NOFORN materials for which CIA is responsible.
The Board is not in a position to determine whether there
would be a compromise of sources or NOFORN materials
for which other agencies are primarily responsible.
d. Substantive. With respect to substantive content
otherwise; _he Board perceives no objection to release
of this estimate. However, the Board notes that the foot-
note on page 25 (9 July draft) referring to the forthcoming
NIE on Algeria should be deleted in the event of release.
