Legal Adviser
1. The attached is for your information before completion of
2. Whereas I cannot testify as to the way in which the legal
adviser is used in the Department today, I do know that earlier Mr. Gross
and his successor were intimately involved in policy questions confronting
the Secretary.
3. In the event of a protest. I am sure that the advice of the
legal adviser would be required.
