That an award, suggested title., The Hoover Award" be presented annually to the Civil Servant making the most significant and outstanding contribution to the field of Paper Work Management in the Federal Service.. 2. That the award be a specified amount of cash plus a meal of appropriate design. (The Suggester also has an idea for the design and' inscription of such a metal). 3. That the award program be sponsored and administered by the Civil Service Commission.
