Pursuant to paragraph 1 of the letter from the President., dated
22 January 1946, which designated this Authority as responsible for
planning, developing,., and coordinating the federal foreign intelligence
activities so as to assure the most effective accomplishment of the
intelligence mission related to the national security, the following
policies and procedures relating to the function of monitoring press and
propaganda broadcasts of foreign powers are announced:
(1) The function of monitoring press and propaganda broadcasts of
foreign powers is an essential intelligence information source to the
intelligence agencies of the State,War and Navy Departments. It shed
be carried out under the direction and control of the Central Intelligence
Group.
(2) The present organization carrying on this function under the
direction and control of the War Department shcu dd be liquidated. ,The

function should be administered and operated by the War
Department so as to serve the intelligence agencies subject to our

coordination. The Director of Central Intelligence shall issue the
necessary directives to accomplish this mission,
(4) The Director of Central Intelligence will be responsible fort
determining v 3ch funds, personnels and facilities are required by the
Central Intelligence Group for continuing this function and for caking
the administrative arrangements and issuing the directives necessary
to effect their transfer. He moll be responsible for determining that
facilities are required to be continued bytthe State, War and Navy
Departments to fulfill the function erad.for making the necessary arrange-
ments for their continuance. ije" will be responsible also for determining
when the C.I.G. is capablerbf taking over the operating of the function.
(5) The War Department will take the necessary budgetary action to
carry out this program..
