MEMORANDUM TO MgMSERS AND CONSULTANTS
SUBJECT: Chairman's Notes on Panel Meeting of 11-12 May, 1960, in
the Pentagon
Members Absent: Dr. Thomas F. Malone, Dr. Ernst Stuhlinger, Dr. A. D. Wheelon
on 11 May, the Panel met with representatives of the Department of Defense,
the Army, the navy, and the Air Force; the Canadian joint Mission, the
Canadian Defense Research Board, U. S. Department of State, North American
Defense Command, the D. S. Weather Bureau, and the Air Weather Service of
the Air Force.
The day was devoted to receiving additional information on, and discussing
the total Department of Defense Arctic research and development effort, the
strategic significance of the Arctic regions in both offense and defense,
the economic aspects of the Arctic region, and programs of the U. S. Army
and the Navy in the Arctic.
On 12 May, the Panel, in executive session, reviewed the experience gained
on its trip to the Arctic in March, 1960, the briefings on the Arctic that

the Panel had received in previous meetings, and completed the first draf
of its report on Arctic research. This draft will be circulated to Pan l
members for additional comment and possible amendments at an early date.
The Panel decided that its next meetings should be devoted to the broad
subject of solar-terrestrial relationships, and tentatively planned its next
two meetings to be at the Central Radio and Propagation Laboratory, if agree-
able to the National Bureau of Standards, on September 19th and 20th, and on
September 21st to the 22nd, to meet in the Palo Alto, California area at a
suitable place to be determined by the Secretariat for the purpose of review-
ing the space development projects in the region.
The Panel received copies of a letter from General LeMay, Vice Chief of Staff,
commenting on the November, 1959, report of the Panel on Geophysics, and
informing the Panel of action the Air Force has taken in specific areas of
the recommendations of the November report. Members of the Panel should send
any comments or questions that they may have on General LeMay's letter to
Colonel Howard.
The Panel indicated a desire to hear, at an early meeting, the briefing on
Air Force use of Arctic and other Barren legions, prepared in the Research
Division of the Directorate of Research and Development.
