MEMORANDUM FOR THE RECORD
SUBJECT: Meeting on U-2/TACKLE Analysis Project
1. At 0830 hours on 31 August 1966, a meeting was
convened in the OSA Control Center for further discussions
on the U-2/TACKLE analysis project. The meeting was
chaired by Colonel Bacalis, OSA. Working group members
present included the following:

2. Colonel Bacalis outlined for the group his concept
of the elements and areas which should be covered in the
completed study and requested that each of the offices
participating (OSA, OSI, OEL) address itself to specific
parts of the problem. He noted that his was not an
all-inclusive list of considerations and invited all
participants to contribute any additional inputs which they
thought were relevant and helpful. The general outline
described by Colonel Bacalis is as follows:
a. The Threat - OSI
(1) What is the nature of the threat.
(2) Number of SAM sites.
(3) New signatures.
(4) Movement of sites
(5) Time required to move site.
(6) Prediction re: location of new sites.

(7) CHICOM tactics and techniques.
(8) Analysis of significant COMINT.
(9) Modification of SAM system and/or
new systems.

(1) Analysis of tapes from a selected
series of missions to identify types of
radars, new and unusual signals and
their description.
(2) Compare NSAJ
information where available. Also
research for any applicable satellite data.
(3) Compare USAF and Navy acquired ELINT data.
(4) Review of equipment failures and reasons.
(5) Fe-evaluate tapes of previous missions
for signals possibly missed.
(6) Identify deficiencies in present ELINT
equipment.
(7) Propose modifications to present equip-
ment for near future (60-90 days) and
longer term (3 to 6 months).
c. Operational Aspects - OSA
(1) Review and prepare chart of routes
flown, timing and tactics employed.
(2) Re-evaluate tactical doctrine, i.e.,
maneuvers, ECM systems, U-2 configurations.
(3) Note NPIC research and OEL-OSI parti-
cipation in mission planning.
3. All participants were requested to present their
conclusions concerning continued employment of currently
configured U-2's in the CHICOM SAM environment and re-
commendations for enhancing the viability of the program
for the future.
4. In concluding, Colonel Bacalis noted the high
priority assigned this project by the DD/S&T and requested
that participants apply themselves solely to this project

until it is completed. The meeting adjourned at 1000
hours with agreement that the full ad hoc committee would
me t at 1400 hours on 1 September to review the presenta-
tions of the working group members.
