The Chief of our Position Management and Comensation Division has been requested by the Bureau of Training, Civil Service Commission, to participate in an orientation of staff members who are reputed to be undertaking a long-range study to determine whether a total overhaul of the position classification system should be made. We have been asked to participate as one of the excepted agencies which includes the Post Office Department, the Public Health Serviee, the Foreign Service, the Veterans Administratian, etc. The attached memorandum of 28 February covers in more detail the purpose of the orientation and material to be covered (Tab A). Also attached is a shorter memorandum covering the meeting of the Interagency Advisory Group on 29 February in further explanation of the exercise (Tab B). I believe there is little or no political or pub- lieity riak involved, although there may be a basic policy position con- earning our relations Ath Congress. I will leave it to the Legislative Counsel to comment on this matter. -For reasons of our continuing good relations with the Commission, I would prefer that we participate. 3 I understand from informal discuSsion with Mr. Warner that he will probably recommend against participation.
