House Armed Services Committee staff, who advised that he hoped to
discuss the proposed Agency legislation and a date for meeting of the CIA
Subcommittee with the Chairman later in .the day. The Chairman is
bothered somewhat, however, by a stiff shoulder which could interfere
with some of his activities during the next few days.
Advised Mr. Blandford that the Director will be addressing
himself to the question of missiles in Cuba suggested by his letter of
April 6. I noted for Mr. Blandford's information that both the
at the time of publication and found that no new informa-
tion was contained therein. Mr. Blandford noted with appreciation the fact
that the Agency had been on top of this report in the first instance.
11. (Internal Use Only - LLM) Attended the Sera to Subcommittee
hearings on the Hays Bill (Foreign Service Act amendments). Senator Lausche
(D. , Ohio) was absent and on balance the Subcommittee members appeared
to be sympathetic to the Administration's witnesses. (The witnesses included
Secretary Crockett, Leonard Marks, John Macy and Roger Jones.) Senator
Hickenlooper (R., Iowa) complained about the lack of information in the
Foreign Service list. The classification of the Biographic Register was also
discussed. Public witnesses will be heard by the Subcommittee on Thursday,
21 April 1966. The Administration witnesses will be called back for further
testimony later. (See Memo for the Record.)
12. (Unclassified - LLM) A member of the staff of Representative
Speedy O. Long (D., La.) called to inquire whether we had a summer employ-
ment program. I briefly explained its` limitation factors and "Jo" appeared
to fully appreciate our position.

the consultant pay item forwarded August 30, 1965; the cost-of-living
adjustment of retirement annuities forwarded October 22, 1965; and
the omnibus package forwarded April 7, 1966.

of the bill, "To amend the Central Intelligence Agency Act of 1949, "
for use by the staff.

concerning the inquiry from Senator Thomas J. Dodd's office on a
proposed publication by the Internal Security Subcommittee (see Journal
of 11 April). I is looking into the feasibility of our providing
assistance on this while we obtain more detailed information from
Senator Dodd's office on the nature of this study.

House Armed Services Committee staff, the three pending pieces of
legislation sponsored by CIA which are before the Committee. It was
agreed that these would be put together in one overall package for intro-
duction by the Chairman. It is hoped that we will be able to have early
hearings on this matter.
12. (Internal Use Only - JGO) Met with Representative Olin E.
Teague (D. , Texas) and provided for his information a series of items
taken from the Congressional Record concerning the Forrestal Award
and Agency appearances before House Armed Services. Mr. Teague
thanked me for the items.
