Dr. Wheelon is scheduled to talk with the Midcareer Group this Friday at 1000. Questions have been prepared in advance for all Deputy Directors who will be addressing the Group on that day. Dr. Wheeion has been asked the fol- lowing questions which concern FMSAC: (a) There seems to be considerable duplication in the efforts of CIA and DIA in several aspects of production of finish- ed intelligence (as well as in collection activities). What, if anything, is being done or can be done to eliminate such duplication? (b) What are the advantages to the DD/S&T of having finished intelligence production components (OSI, FMSAC) within the Directorate? (c) On the fact of it, the division of responsibilities within DD/S&T seems inconsistent.
