the first place, I note eleven omissions from the written
proceeding* Which are explained by inserting the term, "off the
recnre. In view of the feet that I read the entire proceedings
of the Hoard, meet sign thee and must take the responsibility for
the actions I do not consider that anything is off the record,when
ths time comes for to rewire, and approve.
note also that some discussion was devoted to ,a period of
approximately twelve years when ,worked in New Yo:_lc

for maintenance and the question was asked, "where did his money
come fromr Apparently this question was answered, in generalities
to the satisfaction of the Board but I see no reason why our Security

I do not think from the record there is any reasonable doubt
loyalty and certainly the report which produeed
lengthy and expensive Board proceeding arises from what appears
the most trivial sort of incident. However, if we must as a

Memorandum for: Executive Assistant to the Direct
Subject: Loyalty Boards.

1. There are presently ten loyalty cases in the Agency,
two of which are currently before panels of the CIA Loyalty
Board.
2. Under our new Regulation, a panel of the CIA Loyalty
Board meets every Tuesday to take up a new case until the
backlog has been liquidated. In addition to the Tuesday meet-
ings, once a case has commencedf,subsequent meetings of the
panel assigned to such a case are held until the case has been
completed. Thus, several panels are running concurrently.
3. It should be pointed out that delays have occurred
where it is necessary to pull a case out of sequence for reasons
of operational priority or the possible seriousness of the case.
Security keeps us advised on this point, particularly from a
standpoint of what the polygraph examination has shown.
