The morning of 20 July 1972, (Deputy Chief, DDP/NARCOG) and I, accompanied by o n aury, Legis- lative Counsel, met'in one of the Senate Office buildings with John Rich and Pat Holt, members of the staff of the Senate Foreign Relations Committee. Rich recently accom- panied Senator Spong on a trip to Italy, France, Turkey, Iran, and England during which they looked at the narcotics problem. 2. Rich indicated interest in our view as to whether the attack on the supply side of the narcotics problem had a real chance for success. In a rather long discussion, we provided him a general review of the world opium situation and patterns of trafficking in opium and opium deriviatives. Pat Holt, who works on Latin American affairs on the staff, expressed interest in names of any specific of- 25X1C ficials involved in narcotics traffic. We were a so asked how long the agency has been working on the narcotics question, and an apparently pointed question asked by Holt had to do with whether our work on the narcotics problem was diverting our attention from other matters. The session was very friendly throughout. 3. At Mr. Maury's instruction I took to this session a set of our intelligence memoranda on international nar- cotics matters. A list of the classified documents lent to Mr. Rich is attached. 4. Also provided Mr. Rich at this session was a copy of the newly printed World Opium Survey 1972. This is an un- classified document being published under the CCINC label. Rich was informed that he was getting an advance copy. (On 21 July Walter Minnick of the White House Staff told me that they would like to hold up distribution of the new World Opium Survey until the next meeting of the CCINC; this CCINC meeting a een scheduled for 24 July but was now put off for about two weeks. I asked Mr. Maury to inform Rich that the distribution of the Survey was being delayed and that Rich should keep his copy close.
