Dear Generals
The President has sent to you a copy of his letter of
December 28 to me requesting a review of and recommendations
as to adjustments in certain U.S. policies and programs with
respect to our international economic activities.
As indicated in the President's letter, this work will
require the cooperative efforts of several agencies of the
government. To that end, it would be very helpful to us if
you would designate one of your senior officers to be avail-
able for consultation in this field. We have designated
Mr.'Henry It. Iabouisse as the officer in this Department
responsible for carrying forward this work.
Because of the possible implications of this review, I
believe it is of the utmost importance to our relations with
other countries that the fact that the review is being made
be closely guarded from the security viewpoint. Accordingly
I have given instructions to that end within the State
Department and hope that you will find it desirable to give
similar instructions within your agency.
In light of the President's request and pending the
development and submission of recommendations to him, I would
urge that any changes in current policies and programs which
are directly under review be held in abeyance unless there is
a clear and urgent necessity for adjustments before the end
of January.
