C. Work in Progress (Completion Envisaged.)
1. Locomotives Paper is nearing completion in E/C,
with deadline of 15 October as
target.
sY
Shortage of manpower has not per-
mitted a start on the writing of
this paper. Deadline of 15 October
cannot be met. Possible completion
between 15 and 31 October.
3. Diesel Engines Draft prepared in E/C. Paper
extremely difficult to organize
because of rigidity of COCCI
definition, and lack of necessary
information in D/I contributions
necessitating much additional research
by E/C. Completion date October 31.
4. Metalworking This is the most complex paper. It
Machinery covers fifteen specific items and
general reports on the status of the
industry in several Soviet Bloc
countries. D/I has advised D/E that
it is very difficult to classify
information as definitely referring
to IL-I or IT II items, and that
there will. be serious gaps in the
final presentations. Much of the
information requested by OIT and OIR
cannot be obtained. The exact date
cannot be determined but the 15 October
deadline cannot be met, as not all
of the D/I contributions have been
received.

D. Work in Progress (No papers or brief statements only envisaged.)
1. Aluminum A draft has been prepared on the basis
of D/M estimates and S/TF trade figures.
Paper appears to be inconsistent as it
shows production considerably in excess
of consumption yet imports and attempts
to purchase from Western Europe, and
with current plan calling for expansion
in production by 2-6 times between 1951
and 1955. Separate memorandum will be
submitted on this problem.
2. Chemical Equipment D/M has advised E/C that no materials
(including drums) are available on chemical equipment
and several months of research are
required to develop intelligence on
this subject. Brief contributions
have been received in E/C on oxygen
tanks (D/M) and drums (D/I).
3. Internal Combustion A brief contribution (11 pages) has
Marine Engines been received from D/I which would
have to be supplemented by additional
research to be useful in COCCI. Work
in E/C has not yet been started due
to shortage of manpower.
4. Marine Steam Boilers Very nearly the same as 3 above, but
D/I contribution is more substantial.
5. Seamless Pipe Virtually no intelligence is available
according to the contribution received
from D/M.
