The man who rs
Soviet missile build-up in Cuba was
an obscure - o mos people civil
sexvant named Arthur C. Lundahl.

As assistant

pretation, Lundahl's job was to in-
spect the U-2 pictures taken over
Cuba on Oct. 14. Late that same-
night, he and his staff reached the
firm conclusion that the Soviet Un-
, ion was installing ballistic missiles
on the island.
Lundahl cannot be blamed for the.

apparent gap in U.S. surveillance of

revealed. This he did and the Cuban
crisis was on.
Lundahl's name might not have
been publicized but for the fact that
he was one of 10 Career Service
Award winners for the year. Along :

The others are undoubtedly de-
serving for various bureaucratic per-
formances, but they will understand.
