I am enclosing a copy of Mr. article STATINT
on protecting classified information which you requested in your
letter of July 12th. This is the longer version which you specified,
and you will note that it contains a substantial amount of earlier
material as listed in the Table of Contents.
As for the question of new legislation, we feel our role
is basically to analyze the problems of protecting information
from the point of view of the intelligence function, which has
certain unique aspects, particularly in the area of intelligence
sources and methods. We then use such analyses to inform
the Department of Justice of where we see shortcomings or to
comment on proposed legislation in this field. It would not be
our role to seek such legislation unilaterally.
