1. With Messrs. Saunders, Meloon, met with Executive
Officer of the Psychological Strategy Boar scuss CIA service to the Board.
Specifically, we discussed the PSB's request that k five employees on our 25X1 A
rolls for detail to them on a reimbursable basis. explained that it
would be a temporary arrangement and in this instance time not permit handling
in the normal way through the Department of State.

2. Mr. Saunders, Mr. Pforzheimer, and I met with Mr. Sprankle, Acting Chief
Clerk, House Appropriations Committee,, to explore informally the desirability of
having the Chairman of the House Appropriations Committee indicate to the Bureau
of the Budget his interest in seeing CIA in one existing building. Mr. Sprankie
stated that he thought, as a matter of principle, the Legislative Branch of the
Government should not attempt to influence the Executive Branch in the handling of
such matters, but that since in this case the move would affect funds in-which the
Committee was interested, both from the standpoint of the savings to be effected
and the cost of the move, it would not be inappropriate for the Chairman to consid-
er. However, he suggested that the Chairman not be requested to make such an in-
dorsement unless and until a specific proposal was ready for presentation and the
cost estimates were fairly accurately made.
3. Later on in the day Mr. Pforzheimer called to say that Mr. Sprankle had
notified him that Mr. Taber desired to meet with Mr. Saunders, Mr. Pforzheimer and
me tomorrow afternoon to pursue the discussion of our budget. 25X1A

on those specific points which thereafter could be incorporated into administra-
tive plans.

I.concurred in a cable to =concerning a contract which certain indi-
viduals in that area objected to because of the substantive content thaein.The ad-
ministrative arrangements were actually not affected at all.

I discussed with the progress PAPS was maldtng on getting ad-
ministrative plans written for all of our old projects and he advised that pro-
gress was very slow. I asked him to look into this situation and come up with spe-
cific recommendations as to how we were going to lick this problem. I also asked
him to write a progress report for me after which I would like to discuss the merits
of submitting such a report on a regular basis.

trative point of view, at the Project Review Committee Meeting tomorrow concerning

25X1A 9. telephoned to say that the Inspection and Review Staff study
on Proje was being hand-carried to the Administration Building. Mr.
Kirkpatrick later telephoned to say that he had it and would send it to me as soon
as he was finished with it.
10. Mr. Kirkpatrick agreed to serve as the chairman of a task force to review
policy statements to be incorporated into our regulations pertaining to the expen-
diture of confidential funds.
