2. At the Deputies Meeting, Mr. Dulles raised contractual
problem, and we discussed in general the desirability of placing a contracting
officer and a lawyer on full-time with the TSS Contractual Program. It was generally
concluded that, even though this might not be a full-time job at the moment, it
might be highly desirable to do it at least the next several months. Mr. Dulles
approved of this, and I will discuss it with the General Counsel and the Procurement
and Supply Office and see that it is done.
Mr. Dulles raised the question of the new building in which he is intensely
interested and asked me to talk to the Comptroller and the General Counsel as to
what the best way to proceed is. We were in general agreement that our strongest
points for argument were the tangible savings which we could effect by being under
one roof and the fact that we were turning back a very large amount of FY 1953
money. We must pull all of this together at a very early date in order to give Mr.
Dulles and appropriate people in Congress a thorough briefing when we are called

Mr. Dulles mentioned that he was very much impressed with our
FBI Liaison man, and that he thought he was very sincere in trying to better our
relations with the FBI. Mr. Dulles also said that he wanted to call on Mr. Hoover
very early after he was sworn in, and tentatively he plans to do so next Wednesday,

Mr. Dulles indicated that the heat was off a little bit, and he felt certain that
20 days would be soon enough.
I reported that the special bill for General Cabell was now at the House
and the Senate and hearings in the Armed Services Committee would probably take
place on Tuesday.
I raised the question of the position we have taken in the past that we
would not actively solicit for charitable drives within the Agency except the Red
Cross and Community Chest. Mr. Dulles approved of continuing this policy and asked
that the letter he was about to sign to the Society for Crippled Children be as
courteous as possible.

Counsel for the Immigration and Naturalization Subcommittee, concerning their Inter

difficult to get Mr. Dulles to sign it, but, if it were too long and went into
too much detail, I thought it would be more appropriate to have it signed by Mr.
Wolf. We left the matter that we would look at it when it was written and decide
then who would sign it.

I told him that, in nor opinion, the last item having to do with "Personnel
Categories" should not be presented to the Career Service Board until the DD/A
was prepared to endorse it and that I had not had time to study it and couldn't
say whether he would endorse it or not. I suggested that he point this out to
Mr. Wolf on Monday with my recommendation that it be deleted from the agenda.

about Personnel Evaluation Reports made out by Mr. Becker. He said that there
were some of these that Mr. Becker would want reviewed by the Director and others
where he thought this would be unnecessary. I told him that General Smith had
indicated that he did not wish to review these and that I would instruct Personnel
that in these cases, if they were not reviewed by the Director, it was o.k.

12. I received from a letter from the 'White House, signed by the
President, on the subject of "Proposing an Amendment to the Constitution of the
United States Relative to Making of Treaties and Executive Agreements and to
Impose Limitations with regard to Executive Agreements." I handed this to John

Committee. The individuals rendering this assistance voluntarily worked a great
deal of overtime in order to meet the deadlines. As a result of this.. I forwarded
to Mr. Dulles for signature,1j3 letters of commendation in behalf of these individuals.
