25X1 A 1. Recommended that Mr. i iolf approve of the expenditure of $14.,500 for
a commissary and warehouse on
2. Talked to and advised him of reasons why he was re-
turning to the service. He understands thoroughly and I have arranged with
the Military Personnel Division to effect his transfer tomorrow,
3. I talked to Colonel Baird and again about the maritime
project. Colonel Baird now believes that they have it on the rails and said
that a new and more proper paper was being prepared.
4, Met with Mr, Wolf and Mr. Garrison with reference to contract settle-
ments at which time Mr. Wolf advised Mr. Garrison that he wanted to be cut in
on such negotiations and settlements prior to final decisions being rendered
to the contracting companies.
Mr Wolf and I agreed that if Jim Garrison could get
and to concur in his new supply manual we would issue it without
further coordination and with full recognition that it will require some adjust-
ment at a later date. The urgency of getting something official published
would seem to dictate getting it out without trying to get the concurrences of
everybody in the Agency.
