a) Noted a cable from respecting an
alleged confidential letter or .anuary 1956 rom Nelson Rockefeller
to the President which was published in East Germany and stated he
could not understand why the full text of this letter as published
25X1A9A in the press could not have been airmailed to headquarters immediately.
Mr. 0 commented that we do have an SOP to handle matters of
this nature and undertook to determine why It was not followed in
this instance. The Director raised uestion as to whether the
25X1 8 text of the letter obtained throughshould be published in

Goodpaster who requested that it not be disseminated today --
decision to be made later as to dissemination, if any, The Director
did receive General Goodpaster's concurrence to furnish one copy
each to Mr. Arthur Larson of USIA and Park Armstrong of State~5X1A9A
General Goodpaster will furnish a copy to General Cutler
ACTION: DUlI. General Cabell remarked that he advised
on Saturday, 16 February, to put a stop on any comment or
re-broadcast by any 10 news media.
b) Noted he had an opportunity to talk to Dr. Killian over
the weekend at some length and asked: 1) Col. White for a briefing

c) Noted he had heard a rumor that the Agency would not
furnish letters of recommendation to employees who resign in good
standing. Col. White said this was not true and that he had written
any number of such letters, however, they would, of course, vary as
to content, depending upon the job hold by the employee? The
Director said he would like to see a sample or two. ACTION: DD/S,
General Cabell:
Noted both he and Gen. recommended that the25X1A9A
Director read to the IAC in executive session the complete
recommendations of the Killian Committee. He pointed out that
while the IAG has been made aware of the three recommendations

involving CIA and the IAC, there is a good deal of conjecture on
the part of the Members as to the content of the other seven. The
Director commented that these recommendations were made to the
President and he did not feel he was at liberty to discuss them
outside the Agency without prior consultation with the White House
and noted his intention of first discussing this with General
Cutler,

Asked the Director if he had heard anything further from
Robert Murphy, Deputy Under Secretary of State, respecting the
proposed meeting on broadcasting, noting that USIA had already
asked some of its field stations for comment on the content and
25X Aga effectiveness of U.S. sponsored broadcasts. The Director said he
had not heard from Mr. Murphy and asked Mr, 0 to remind him to
25X1/9a arran a this meeting. In this connection the Director also asked
.F to furnish a copy of the USIA memorandum.

Noted it appeared that about the first time we could get
Generals Eddleman and Gavin for lunch was 15 March. The Director

Noted that Chairman Vinson had asked for a manpower briefing
some time this month and we were all set to go. The Director
f said he would first like a dry-run on the contents of this

Noted that Ted Curtis of the White House staff had recently
mented to that he was disappointed in the contents
of the bi-monthly briefings furnished by this Agency for the
White House staff and said that we were in somewhat of a bind
since these briefings only contained information up to and including

secret and therefore tailored to fit this classification. Note:
This is at the request of Governor Adams. The Director noted his
intention of possibly calling Curtis on this and asked that in the
meantime he be furnished an outline of the next briefing. Mr. Sheldon
commented he could understand why Curtis is disappointed since
during the war he received briefings based on all source information
and therefore the briefings in question would seem tame by comparison.
