He is now Chief of the Compensation and Tax Accounts Branch, Finance Division. 2. I talked to several times and thereafter met with him, General d concerning the nuclear power source for Project When I first talked to Dick he was very excited, made a lot of remarks l au e reprehensible conduct of the Office of Communications in this instance, as well as the Technical Services Staff, and indicated that he felt very strongly that the whole Project should be cancelled. (I held the Director's letter to Mr. McCone, Chairman of the Atomic Energy Commission, which committed $300,000 to this Project, pending our meeting with Dick later in the day.) At the meeting he was quite calm and readily admitted that we should go ahead with the Project. He also admitted that his earlier memorandum insisting that TSS have the prime responsibility in this Project was in error and based on a lack of knowledge on his part as to what the actual facts were. However, at this stage of the game we decided not to make a change in the liaison arrangements with AEC. 3. Dr. Tietjen was in to brief me on a number of things, the most significant of which were: a. that the Group Therapy Program which- had started in the Office of the Deputy Director (Intelligence) had been discontinued. b. that he had instructed to concentrate on the screening of new employees rather than work so much on older employees who are already in the Agency. (This will cut down the over-all psychiatric workload considerably.) c. that he was issuing instructions to limit the annual physical examina- tions to Grade GS-13s and above. This is purely a workload problem. 25X1A9a 4. advised that the Director wanted me to attend the Cabinet Meeting on 9 October 1958 at which "Operation Alert 1958" would be discussed. 25X1 A9a 5. I invited to participate in our Administrative 25X1A6a Officers' Meeting to be held at on 27, 28 and 29 October 1958. I told him that I thought it would be appropriate to have one GS-15 --- 25X1A9a which he already has in the person of ---, two GS-14s and five GS-12/13s. I cautioned him to watch the average salary in this Staff and said that we must place more importance on the development of machines in the Agency; however, I added that we could not get and keep competent personnel unless we paid them. 25X1A5a1 25X1A9a 8. Dr. Tietjen advised that Dr =had declined to be a consultant to - and would serve only if he were a consultant to Dr. Tietjen. Dr. Tietjen does not plan to use his services anymore.
