I discussed with the G-2 request to enter two Officers in our Clandestine Intelligence Training Course which lasts twenty-four weeks. They explained that DD/P did not want these people enrolled and, therefore, were proposing to set up a special tutorial course for them. I told them that I felt I must explore this with General Cabell before making a final decision. (I discussed the matter with General Cabell whose reaction was to honor the G-2 request; however, he asked me to raise the matter at the Deputies' Meeting tomorrow. ) I also discussed with them the Training Project: at They confirmed that the Office of Training would be expected to furnish two instructors on a part-time basis~nasrnuch as this program was set up to run from three to five years . I suggested to that they should have an Administrative Officer for this Project. F E has now agreed to this and I have asked to come up with some suggestions . 25X1A6a Bill delivered an OTR paper which res onded to Bob Macy's, Bureau of the Budget, questions about permanent construction at d I have scheduled a meeting with Frank Ecker of the Bureau on this subject at 1430 hours tomorrow. 25X1A9a 2 , advised me that 12 or 13 February would be satisfactory for a 25X1A luncheon with Un er ecretary of the Navy William B. Franke. The 13th has been con- firmed and the guest list includes, in addition to Mr. Dulles and Mr. Franke, General 25X1A5a1 Cabell, Mr. Amory, Mr. Bissell, Mr. Lloyd and me. 3. With Gordon Stewart, and others I met with the representatives who are doing our Actuarial Study. It would appear that the early retire- ment formula which we proposed would cost year over and above our present system.
