1. General Carter discussed with me the case of the Air
Force cadet being considered for the JOT Program, who was probably not physically
qualified for acceptance. General Carter wanted to bring him to Washington to be
examined by our own doctors. (I have advised the Medical Staff, as well as the
Office of Personnel, to do this promptly.)
2. I philosophized with General Carter about the role which the Chief,
Medical Staff and the Director of Personnel should play when they feel that a
dependent should not accompany an employee to an overseas station. This grew
out of a recent case, the gist of which, as I understand it, is as follows: The
FE Division has proposed to send an employee His wife is a terminal 25X1A6a
cancer case, and the Medical Staff thinks that t e chances of successfully com-
pleting a two-year tour are less than 50-50. They strongly recommend against
this dependent going to _ The employee has discussed the problem with the
Medical Staff and his wife, and they want very much to proceed with the assignment.
In fact, in order to proceed they are willing to waive any medical benefits to which
they might otherwise be entitled. The FE Division wished to go ahead with the
assignment, and this has been endorsed by the ADD/P. There are many judgment
factors to be considered in making a decision of this kind, such as the effect which
the assignment would have on the employee's career, whether anyone else equally
qualified is available, and many others. I explained to General Carter that I was
not presenting this case for a decision but that, in view of many discussions he and
I had had about the role of the Director of Personnel and the Chief, Medical Staff,
I sought policy guidance. I explained that, historically, the final decision had been
left to the Deputy Director (Plans) in such cases. After a brief discussion, General
Carter indicated that he thought this was the proper procedure for the case at hand.
3. called to say that he had some further information concerning
the Director's decision not to move to the Matomic Building during the period of
construction in the vicinity of the East Building. For some reason Mr. McCone
believed that the Matomic Building was too closely associated with him and his
chairmanship of the Atomic Energy Commission and did not wish this possibility
to be considered further. He understood, however, that General Taylor's old
office in the Executive Office Building was vacant and wished to explore this possi-
bility. I explained to Hank that Gates Lloyd and I had already considered this and

felt that the amount of space was too small and also that we were not very happy
about the security conditions there. Hank suggested that we explore this fully,
including the possibility of evicting and have some report ready
for the Director, even though it may e negat. ve, when he returns.
4. I advised General Carter of General recent visit to Emmett
Echols and his expressed wish to revert. to ret re s a us. I told General Carter
that I would ask Emmett to suggest to General that his next step should
be to talk with Ting Sheldon.
