At the Executive Committee Meeting this morning, at which Mr. Kirkpatrick presided: a. Kirk announced that John Bross would be appointed Depu Director for National Intelligence Program Evaluation. The t Staff" is to be abolished, personally is to undertake a study of national wartime plans and preparations by the DCI and CIA. This will replace the group which Kirk has been chairing and which I understand meets on Thursday afternoons. (I spoke to Kirk yesterday about and it is my view that we should turn Buff over to b. Kirk also announced that the Historical Staff was no longer under the supervision of Colonel Grogan's office and that it had now been turned over to who has been doing the editorial work on the intelligence studies. 25X1A9a 25X1A9a c. I told Kirk that it was urgent that we have some guidance on personnel ceilings, and he promised to have this for us by Tuesday, 10 September. 25X1A9a 2. I talked to Bob Daly of PBS and told him that, after looking at the three areas which he and Heinz Abersfeller suggested that we consider for a downtown office building, we wished to pursue the building in the Southwest area. He tele- phoned later to say that he had discussed the matter with Abby, who expected a call from me. I called Abby (who will be out of town all next week) and he requested that we develop as soon as possible the strongest justification for negotiation with one owner--in other words, justify the Southwest location over and above the others which he proposed. Later in the day I met with 25 9a to discuss this matter as well as a study to determine what components should be located downtown and what components should be located at Langley. I asked that the Office of Logistics develop a jus- tification paper for the Southwest location by Wednesday, 11 September, and that they also develop a list of questions to which we would want to solicit answers in connection with the functional study.
