1. At the Executive Committee Meeting this morning:
a. Larry Houston reported that the panel of lawyers has signed off
on our early retirement regulation, the Bureau of the Budget is expected
to sign off by the end of the week, and there does not appear to be any
difficulty with our Congressional committees. Therefore, it looks like
we might have the green light on implementation very shortly.
b. Larry also reported that Senator Long's committee will not in-
vestigate bugging or other eavesdropping devices used by this and other
sensitive agencies.
2. Emmett Echols was in to discuss several items:
a. He showed me a draft memorandum which he wants to send to
the Executive Director-Comptroller proposing certain rules which would
have to be adhered to when revising a Table of Organization, etc . , in
order to maintain the current average grade structure and to live within
our restrictions. I approved in principle but suggested some minor
modifications.
b. Emmett talked to me about our hard-nosed retirement policy.
He felt that we should be lenient with the following two types of people:
(a) the sixty-two-year-old such as a receptionist who is not easy to re-
cruit, who is not really in the career program, and who is not really
blocking anyone for promotion (I am also sympathetic with this idea.);
and (b) those people who would complete twelve years of Federal service
within two years and would therefore be able to continue their hospitali-
zation benefits. I think that this is also a worthwhile consideration and
asked Emmett to draft a memorandum along these lines. I think that we
should not change our regulations, but we could have an understanding
with senior officials and the Agency Retirement Board on these principles.
c. I approved of Emmett's bringing from
to assist in the outplacement program and also of Don's
simultaneous promotion to grade GS- 14.

d. Emmett and I talked about a deputy for Emmett is 25X1A9a
now prepared to provide someone at the grade GS-13 level. (This I
applaud; it is exactly the right thing to do in this instance.)
4. were in to discuss the follow-
ing items:
a. They talked to me about relief for an employee who was trans-
ferred from Washington, D. C. to .and who is out of pocket
several hundred dollars because of inadequate allowances. I told them;
that, although I thought there was nothing we could do about this, I would
have another look at it and let them know.
b. nd Harry also talked with me about the format for
submission of their projects and appropriate coordination with the Re-
search and Development Review Board. They explained that the Office
of Communications has an almost exclusive charter in the communica-
tions security field and that Bud Wheelon has made it clear that he does
not wish all these projects to be reviewed by the R&D Board and that
he does not propose to sign off on them. I asked them to resubmit their
proposal, and we will see what happens. I asked, however, that they
include some statement which would satisfy General Carter that the
necessary coordination had been effected and that there would be no un-
necessary duplication. I said that I didn't care'whether they use John
Clarke's format or something else as long as I can understand it clearly
enough to know what I am signing.
c. also reported that he is going to Walter Reed Hos-
pital fo e surgery a week from today. He might be out for
a little while, although he didn't think so.
