2. I reviewed a number of things with ost significant of
which was that he believes the Foreign Missile an pace Analysis Center
must have approximately 1, 200 to 1, 500 square feet of additional space al-
most immediately. He wanted to know the possibility of pre-empting one
of the two Office of Training rooms in this building. I told him that I would
be most reluctant to do this. (He will probably be back sometime next week
with a recommendation but did feel that we must find some way to accommo -
date FMSAC.)
3. I reviewed a number of things with
a. I enthusiastically endorsed his recommendation to give the In-
telligence Star to Messrs. the two Office of Commu-
nications boys who performed so well in . In this connection, 25X1A6a
the Reader's Digest wants to interview I told
that I would refer to avoid this but, inasmuc as they have already 25X1 Aga
interviewed I guess we can't offer any further ob- 25X1A
jection. This matter has been turned over to the Office of Security and
the CI Staff for handling.
b. talked to me about a grade GS-9 employee named
w o i S9 guilty of loose talk about the U-2 in the presence of an
Air Force officer who just happened to be an Office of Scientific Intel-
li ence investigator. Based upon Howard Osborn's recommendation,
proposed to reprimand- and to put him on notice
that any further indiscretions of any kind will call for his immediate
resignation or dismissal.
C. talked to me about an Office of Communications
employee in who wants to bring three -
boys to the United States at his expense. He wants to return on a

25X1 Aga has done in the way of good deeds for the Scou 25X1 A2d 1
25X1 A9a and told that I would go along with his travel 25X1 A2d 1
rather than United States liner.
4. 1 discussed several items with Alan Warfield.

a. I asked Alan to contact the General Services Administration
and then the owners of the to feel out the possibility of
purchasing this land sometime in the not-too-distant future.
b. I also asked Alan to get in touch with Heinz Abersfeller of GSA
to see what could be worked out to replace our Mercurys with some
plushed-up, air-conditioned Chevrolets or Fords.
S. was in for a visit. He seemed 25X1A6a
to be a fairly realistic fellow and was critical of the burdens which current
accounting procedures impose on him. In addition to the accounting burden,
since his accountings are sent back to Head-
quarters for au t and certification. It is approximately six months before 25X1 A
he hears anything from them, and in many cases he cannot remember the
reasons for entertainment, etc., etc. Based upon this conversation, our
correspondence fro and other thins I am convinced that we 25X1 A
must do something about this burden on I have in mind
one or all of the following: (a) transfer the certifying authority for
_to the Area Divisions, (b) give the certifying officer the au or y o
satisfy himself in whatever way he chooses on amounts up to $25 regardless
of the documentation which accompanies the account, and (c) establish some-
thing like a hich operates from Headquarters and actually
goes to the ~~~and certifies the vouchers on the spot. Even if
they get there once every three months it would be far faster service than is
now provided under the current system. The advantage of all this would be
that questions which are raised about a voucher could be talked over right on
the spot with the person having the knowledge and in almost every instance
could be settled without the present, vast amount of correspondence. This
or some similar system seems essential to remove the burden from our one-
man since we are likely to have more rather
than ewer ura ens MR ure, want to pursue this soon and vigorously
with the Office of Finance and the Audit Staff.)

7. Alan Warfield said that he talked with about takin
over the Printing Services Division in about eighteen months when 25X1 A9<
retires and that George is anxious to do this. Alan therefore urged George's
immediate promotion to grade GS-16, and I said that I would take the neces-
sary action.
