The Director authorized Mr. Kirkpatrick to release for CIA review the fifteen-year plan as it is now written. He emphasized that it should not go outside the Agency at this particular time. 2. I talked to Alan Warfield about the following items: a. I spoke to Alan about the new parking lot and expressed my dis- appointment that at this late date we had suddenly discovered that the Bureau of Public Roads would not act as our executive agent. I empha- sized to Alan that he should pull out all the stops to ensure that the funds for this parking lot are obligated during this fiscal year. 3.. John Tietjen was in to discuss the following items: a. John called to my attention some legislation being sponsored by the Foreign Service to permit a civilian employee injured or wounded by hostile forces to be carried on administrative leave for considerable periods of time. It would certainly go a long way toward taking care of cases like our more seriously wounded from the bombing of the Saigon embassy. b. I also had a further discussion with John about psychological testing and invasion of privacy. He believed that he should now write another paper to validate our psychological testing program. In fact, he intrigued me with the idea of validating our whole program of person- nel selection. (I want to speak to Jack Earman about this. who will review our EOD and exit processing procedures, m g t we develop some ideas along these lines.) a. He preferred to write a letter to of Wisconsin, rather than to telephone him. I approved but told him to do it promptly. b. Emmett believed that "something" has been going on in connection with the Agency's policy on marriage to aliens. I suggested that he pre- pare a specific report on this subject to submit to Dick Helms. While the official policy has not changed, General Cabell and General Carter ad- ministered it differently. In fairness to Dick, we should tell him how the policy has been administered in the past and let him make his own deci- sion. c. Emmett reported that Alan Warfield queried him about the pos- sibility of moving the Central Processing Branch to Rosslyn. Emmett felt very strongly that this would be a great mistake since 90 percent of the people who use CPB are located in the Headquarters building. I promised him that we would not approve any such recommendation with- out giving him his day in court. In this connection, apparently a paper is coming forward recommending that the Passenger Movement Branch of the Office of Logistics be combined with CPB in the Headquarters building. This would require more space which must be contiguous to the CPB. This then raises the question of whether the room which the Office of Medical Services has reserved for the conduct of certain tests must be in its present location since this is apparently the only space into which CPB could expand. He asked Walt to arrange for a Hertz Rent-A-Car and a driver. Walt wondered whether it would be all right to borrow I told him that I saw no objection to this. (Walt will handle the arrangements.) 9. Emmett Echols talked with me about the following items: a.
